The law in many countries have taken a serious approach to penalize minors who have had consensual sex in particular if a child is conceived.

The male minor will be subjected to statutory rape with a maximum sentence of 20 years and whipping.

This law should be amended as the object of the act was to penalize an adult having sex with a minor with or without her consent. Consent for a minor below 16 years old may not be consciously made and hence the statutory rape may be relevant in those cases.

 Whereas for offense by 2 minors, even more so if it is consensual, shouldn't be subject to criminal penalty/punishments as to do so will make the situation even worse than already is. Counseling made the approach. 

Moreover, the girl minor may need child support and to put the male minor in prison for this offense may burden the girl minor and child in worser financial condition in need of great help and financial assistance.
